RECOMMENDATION:
It is recommended that the Board of Supervisors:

a. Adopt Plans and Special Provisions for the Youth Camp Demolition, Project No. 8557, Bid Package No. 10419; and

b. Authorize the Director of Public Works to advertise the "Notice to Contractors" in the Monterey County Weekly.

SUMMARY/DISCUSSION:
On December 11, 2012, the Board of Supervisors adopted Resolution No. 12-375 to accept the Quitclaim Deed transferring ownership of the APN 031-161-034 (COE Parcels L20.2.2 and L20.2.3.1 - Youth Camp) from the Fort Ord Reuse Authority to the County of Monterey. The Board also authorized the Resource Management Agency - Public Works to demolish substandard structures on the Youth Camp property due to safety and health concerns.

Staff is seeking adoption of Plans and Special Provisions and authorization to proceed with the advertising for the Youth Camp Demolition, Project No. 8557, Bid Package No. 10419 (Project). The bid opening is set for August 8, 2013, at 2:00 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street 1st Floor, Salinas, California 93901. The "Notice to Contractors" will be duly advertised in the Monterey County Weekly.

The Scope for Base Bid, in general, consists of the following: of demolition, removal, hauling, and disposal of structures, improvements, and debris on the site. The work to be done for Additive Alternate #1 consists of demolition, removal, hauling, and disposal of concrete slab. The lowest responsible and responsive bidder will be determined for the project by adding the Base Bid plus Additive Alternate #1.
