a. Authorize the Director of Health Services or designee to execute an Intergovernmental Agreement with the California Department of Healthcare Services (DHCS) retroactive to July 1, 2023, for the transfer of public funds, for the County of Monterey's nonfederal share of Medi-Cal payments via a Manual Intergovernmental Transfer (IGT), including checks and Electronic Funds Transfers (EFTs), for Substance Use Disorder Treatment Services (SUD) under the California Advancing and Innovating Medi-Cal (CalAIM) Payment Reform for the term beginning July 1, 2023, through December 31, 2026; and
b. Authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not significantly alter the scope of services.

RECOMMENDATION;
It is recommended that the Board of Supervisors:
a. Authorize the Director of Health Services or designee to execute an Intergovernmental Agreement with the California Department of Healthcare Services (DHCS) retroactive to July 1, 2023, for the transfer of public funds, for the County of Monterey's nonfederal share of Medi-Cal payments via a Manual Intergovernmental Transfer (IGT), including checks and Electronic Funds Transfers (EFTs), for Substance Use Disorder Treatment Services (SUD) under the California Advancing and Innovating Medi-Cal (CalAIM) Payment Reform for the term beginning July 1, 2023, through December 31, 2026; and
b. Authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not significantly alter the scope of services.
SUMMARY/DISCUSSION:
The California Advancing and Innovating Medi-Cal (CalAIM) Act requires the Department of Health Care Services (DHCS) to implement Behavioral Health Payment Reform no sooner than July 1, 2022.
