RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve the proposed amended bylaws of the Monterey County In-Home Supportive Services Advisory Committee (IHSSAC).
SUMMARYDISCUSSION:
The Board of Supervisors established the Monterey County In-Home Supportive Services Advisory Committee (IHSSAC) as an advisory body as provided in Section 2.65.040 of the Monterey County Code, pursuant to the provisions of the Welfare and Institutions Code sections 12301.3 and 12301.6.
The purposes of the IHSSAC are to submit recommendations to the Monterey County Board of Supervisors on the preferred mode of service to be utilized in Monterey County for the IHSS program, and to provide ongoing advice and recommendations regarding IHSS to the Board of Supervisors and to the Monterey County IHSS Public Authority.
The IHSSAC discussed and voted in favor of meeting only the odd-numbered months in the year (January, March, May, July, September and November). As a result, it is recommended that your Board approve the amended bylaws. The recommended changes are in Article IV, Article V, and Article VI. These changes switch all listed even numbered months to odd numbered months; they specify that special meetings may be called consistent with Brown Act requirements, and they correct typographical errors. Attached is a copy of the recommended bylaws with changes highlighted.
OTHER AGENCY INVOLVEMENT:
The Department of Social Services and the Monterey County IHSSAC support this action. County Counsel has reviewed and approved the proposed changes to the IHSSAC Bylaws.
FINANCING:
There is no impact to the County’s General Fund.
