RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute a Standard Agreement between Shared Use Mobility Center and the County of Monterey to implement the Monterey County Zero Emissions Shared Mobility Study with a term retroactive to April 22, 2025 through February 28, 2027, for and amount not to exceed $67,684.

SUMMARY:
Staff recommend that the Board of Supervisors authorize the execution of an agreement with the Shared-Use Mobility Center (SUMC) retroactive to April 22, 2025. One of the sub-applicants to the grant award with Caltrans, CivicWell, withdrew from the project due to major organizational challenges. To continue with this project, this agreement will allow SUMC to take over CivicWell’s scope of work. This agreement is retroactive to April 22, 2025 to compensate SUMC for work performed instead of CivicWell in order to meet grant timelines.

DISCUSSION:
The County of Monterey of Monterey was awarded a $248,596 award under the Caltrans Sustainable Planning Grant Program for the Monterey County Zero Emissions Shared Mobility Study. The Board of Supervisors accepted this award on October 18, 2022. CivicWell was a sub-applicant on this grant application but was forced to withdraw from this project due to major reorganizational constraints.
