RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. Approve a Grant Acceptance Agreement No. 13-03 with the Monterey Bay Unified Air Pollution Control District in the amount of $34,487 for the Two-Year Bicycle Count Program; and

b. Authorize the Director of Public Works, or his designee, to accept, administer, and execute the Grant Acceptance Agreement No. 13-03.

SUMMARY/DISCUSSION:
In June 2012, the Monterey County Resource Management Agency - Public Works (RMA-PW) submitted a grant application to Monterey Bay Unified Air Pollution Control District (MBUAPCD) for AB2766 Motor Vehicle Emission Reduction Grant funds. In November 2012, the MBUAPCD informed the RMA-PW of the award in the amount of $34,487 to establish and conduct two year’s of bicycle and pedestrian counts along County bicycle facilities at twenty-six locations and requested the RMA-PW enter into a Grant Acceptance Agreement No. 13-03 (see attached). The Grant Acceptance Agreement No. 13-03 indicates the Agreement shall be executed and delivered to MBUAPCD by no later than January 1, 2013. On December 13, 2012, MBUAPCD extended the deadline to January 29, 2013 to allow the RMA - PW to obtain Board approval.

The Assembly Bill 2766 grant funds will be used to create and maintain a database of bicycle traffic counts that will be useful for analyzing existing conditions and forecasting future use of new infrastructure. Said database complements the motor vehicle traffic counts that are currently available, and will be useful for many types of projects and studies by additionally measuring the benefits of bicycling investments.
