Adopt a Resolution:
a. Approving a Modified Proposition 1B-Local Streets and Roads Improvement Plan; and
b. Authorizing the Director of Public Works or his designee to act as the agent for the County to execute documents implementing the Proposition 1B allocations.

RECOMMENDATIONS:
It is recommended that the Board of Supervisors adopt a Resolution:
a. Approving a Modified Proposition 1B-Local Streets and Roads Improvement Plan; and
b. Authorizing the Director of Public Works or his designee to act as the agent for the County to execute documents implementing the Proposition 1B allocations.

SUMMARY/DISCUSSION:
Today’s action will modify the Proposition 1B-Local Streets and Roads Improvement Plan (Plan) by reallocating Proposition 1B funds from projects on the list that came in under-budget to a project that came in over-budget and by adding a new project, the Blackie Road Safety Improvements project. (See attached Modified Proposition 1B-Local Streets and Roads Improvement Plan - Exhibit A (“Modified Plan”).

On December 18, 2007, the Board adopted Resolution 07-423 approving a Proposition 1B Plan for Proposition 1B funds. The Plan included a list of projects to be rehabilitated with hot mix asphalt and pavement reinforcing fabric, dig-outs, crack sealing, placement of shoulder backing and pavement striping. The following six roadway projects are included in the Plan with $12,892,341 in Proposition 1B funding.

The San Miguel Canyon Road at Hall Road Project - The facility is a regional corridor that runs north to south from Highway 101 to Hall Road for approximately 4.68 miles. The project was funded with $4,000,000 in Proposition 1B funds. The project came in under-budget at $3,859,400, a surplus/savings of $140,600 in Proposition 1B funds. The project was completed in FY 2006-07.
