RECOMMENDATION:
It is recommended that the Board of Supervisors:

Authorize the Registrar of Voters to enter into a standard Elections agreement with City of Carmel-by-the-Sea to provide specified election services for their April 12, 2016 Municipal Election.

SUMMARY/DISCUSSION:
Division 10 of the California Elections Code provides that a city or district may, by resolution, request that the Board of Supervisors authorize the Registrar of Voters to provide it with election services.

Resolution No. 2015-097 was passed by the City Council of Carmel-by-the-Sea on November 2, 2015 giving notice of holding a municipal election on April 12, 2016. The resolution requests that the County Registrar of Voters provide election services.

Election services will be provided upon approval of the Board of Supervisors. The Elections Department routinely conducts elections on behalf of local cities and districts, which reimburse the County for all related expenses pursuant to a cost recovery contract with the City.

A copy of Resolution No. 2015-097 is on file with the Clerk of the Board and as an attachment to this report.

OTHER AGENCY INVOLVEMENT:
The City of Carmel-by-the-Sea has adopted Resolution No. 2015-097 requesting that the Registrar of Voters provide election services for the April 12, 2016 election. County Counsel has approved the standard Elections agreement form.

FINANCING:
No additional cost to the County General Fund associated with this recommendation is anticipated. The City of Carmel-by-the-Sea shall reimburse the County in full for the services performed.
