a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Agreement with Telstar Instruments for preventative maintenance and emergency repairs/troubleshooting on sewage grinding equipment, pumps, and controls/sensors, for the term of July 1, 2022 to June 30, 2025, in the amount of $422,000; and
b. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign three (3) future one (1) year amendments that do not drastically change the scope of work and increase each amendment by $140,000 plus 10 percent of the total contract.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Agreement with Telstar Instruments for preventative maintenance and emergency repairs/troubleshooting on sewage grinding equipment, pumps, and controls/sensors, for the term of July 1, 2022 to June 30, 2025, in the amount of $422,000; and
b. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign three (3) future one (1) year amendments that do not drastically change the scope of work and increase each amendment by $140,000 plus 10 percent of the total contract.

The Monterey County Sheriff's Office (MCSO) and the Department of Public Works, Facilities & Parks request approval of this agreement.
Telstar Instruments is an engineering firm that provides maintenance, repair, and installation of specialized equipment (pump, grinder and mixer) located in a septic/sewage pit at the Jail. Inmates at the Jail facility flush all types of items down the toilets, including torn sheets, towels, food item bags that may been purchased at the commissary, wads of paper, etc., which can damage or disable the system, resulting in flooding and bio-hazardous waste contamination within an occupied facility.
