Title: a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with the Industrial Employers and Distributors Association (IEDA) for $67,764 to represent the County in labor negotiations with the In-Home Supportive Services (IHSS) care providers union (SEIU 2015) for the period of July 1, 2022, to June 30, 2025, including non-standard indemnification terms; and b. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with the Industrial Employers and Distributors Association (IEDA) for $67,764 to represent the County in labor negotiations with the In-Home Supportive Services (IHSS) care providers union (SEIU 2015) for the period of July 1, 2022, to June 30, 2025, including non-standard indemnification terms; and
b. Authorize the Director of the Department or Assistant Director of Social Services to sign up to three (3) amendments to this agreement as long as they do not exceed 10% ($6,776) of the contract amount or significantly change the scope of services.

SUMMARY/DISCUSSION:
IEDA has provided labor negotiation services for Monterey County's In-Home Supportive Services program for over twenty years. Their services include meeting and conferring with representatives of the provider labor organization, negotiating Memorandum of Understanding (MOU) language on behalf of Monterey County, and consulting directly with the Monterey County Board of Supervisors as necessary.
