RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the Hartnell Road Bridge Replacement, Project No. 3854; and
b. Authorize the Public Works, Facilities & Parks Director to advertise the "Notice to Bidders" in the Monterey County Weekly; and
SUMMARY/DISCUSSION:
The County of Monterey (County) Public Works, Facilities & Parks (PWFP) proposes to replace the existing two-lane Hartnell Road Bridge (Bridge No. 44C0110) (Project) over Alisal Creek in Monterey County, California, with a wider bridge that meets current American Association of State Highway and Transportation Officials (AASHTO) requirements. The Project would also widen the roadway approaches for approximately 370 to 470 feet (ft) on the north and south ends of the bridge to conform to the replacement bridge width and profile. After construction, both the bridge and roadway approaches would contain two 12-ft lanes (one in each direction) and two 8-ft shoulders and would meet current AASHTO minimum speed standards.
In compliance with the California Environmental Quality Act (CEQA), the Monterey County Public Works, Facilities & Parks (PWFP) filed an Initial Study Mitigate Negative Declaration (IS/MND) on January 23, 2018. Also, Caltrans, as the designated lead agency for the National Environmental Policy Act (NEPA), determined that the Project is categorically excluded from having to prepare an Environmental Assessment (EA) or an Environmental Impact Statement (EIS). Caltrans approved the NEPA Categorical Exemption/Categorical Exclusion Determination on June 2, 2021.
