RECOMMENDATION:
It is recommended that the Board of Supervisors receive an update on the feasibility of a Probation-run Day Reporting Center (DRC) in Monterey County.

SUMMARY:
The Probation Department is providing an update on the feasibility of a Probation-run Day Reporting Center (DRC) for adult offenders in Monterey County.

DISCUSSION:
On June 23, 2015 the Board of Supervisors directed the Chief Probation Officer to gather information and provide an update on the feasibility of a Probation-run Day Reporting Center (DRC).

Through the due diligence process, Probation staff conducted interviews with nine counties who defined their Adult Day Reporting Centers as "Probation-run," and conducted site visits to four of them: Sacramento, Sonoma, Stanislaus and San Joaquin.

Probation Subject Matter Experts (SME) reviewed the information collected and observed first-hand, and reviewed the structure and level of services of the different DRCs.

The analysis revealed that Monterey County does have a type of Probation-operated model through Probation's substantial presence and involvement at the DRC, where the collaboration between Probation and the current service provider, GEO Reentry, and its coordination with other providers of services is making optimal use of available resources.

A model that would increase Probation's responsibilities to replace the services provided by the current vendor is projected at a substantially higher funding level, about double the current one, while resources to support this change are currently unavailable.

One of the core Probation goals is to maintain and, when resources allow, enhance the current level of services for eligible adult offenders.
