RECOMMENDATION:
It is recommended that the Board of Supervisors receive the Monterey County Juvenile Justice Realignment Block Grant Annual Plan for FY 24-25.

SUMMARY:
On March 27, 2024, the Monterey County Juvenile Justice Realignment Block Grant Annual Plan for FY 24-25, was developed and approved by the subcommittee of the Juvenile Justice Coordinating Council (JJCC) and subsequently approved by the JJCC. The plan is presented today to the Board of Supervisors.

DISCUSSION:
Senate Bill 823 (SB 823) was signed into law in 2020. This law directed the phased closure of state-run youth detention facilities, with a commitment of annual funding to counties to locally serve impacted youth who would have historically been committed to state facilities for serious or violent felonies. It also created the State Office of Youth and Community Restoration (OYCR). The role of the OYCR is to guide the transition from state-run youth incarceration to county care by identifying and sharing best practices on rehabilitative youth support and offering technical assistance to advise on improving outcomes for youth in the justice system.

Additionally, as per related Sections 1991 (a) and 1995 of the Welfare and Institutions Code, a subcommittee was created of the multi-agency Monterey County Juvenile Justice Coordinating Council (JJCC) to develop and approve a local plan. The first annual local plan for FY 21-22 was presented to the Board of Supervisors in June 2021 and submitted to the OYCR. As mandated, in subsequent years, the local plan has been reviewed, approved by the JJCC and its subcommittee and submitted to the OYCR. The annual plan submission to the OYCR is due May 1st each year and is required for counties to remain eligible for the state funding to manage these new responsibilities.
