a. Approve and authorize the Director of Health to sign a three fiscal year term Mental Health Services Agreement (July 1, 2014 - June 30, 2017) with Encompass Community Services for the provision of mental health services in the amount of $179,900 for Fiscal Year (FY) 2014-15, $179,900 for FY 2015-16, and $179,900 for FY 2016-17 for a total Agreement amount not to exceed $539,700; and
b. Authorize the Director of Health to sign up to three future amendments to this Agreement where the amendments do not exceed 10% of the original Agreement amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health to sign a three fiscal year term Mental Health Services Agreement (July 1, 2014 - June 30, 2017) with Encompass Community Services for the provision of mental health services in the amount of $179,900 for Fiscal Year (FY) 2014-15, $179,900 for FY 2015-16, and $179,900 for FY 2016-17 for a total Agreement amount not to exceed $539,700; and

SUMMARY/DISCUSSION:
The County currently has Agreement A-11962 with Encompass Community Services which will expire on June 30, 2014. Encompass Community Services Crossroads Program provides short-term assessment and placement stabilization services to three eligible Monterey County youth between 9 to 17 years of age referred for services by the Monterey County Department of Social Services (DSS), Family and Children's Services Division.
