RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Department of Emergency Management (DEM) to submit an application for the purpose of obtaining financial assistance from the California Governor’s Office of Emergency Services for Fiscal Years (FY) 2025 and 2026 Homeland Security Grant Program (HSGP). 
SUMMARY:
The Department of Emergency Management coordinates applications and reporting efforts for the Homeland Security Grant Program. As authorized representatives DEM can submit applications and execute grant documents for the purpose of obtaining financial assistance from the California Governor’s office of Emergency Services for FY 2025, and 2026 Homeland Security Grant Program.
DISCUSSION:
The Homeland Security Grant Program (HSGP) is a federally funded grant that supports local government agencies in their efforts to prevent, protect, mitigate, and respond to acts of terrorism and other threats. HSGP funding also provides resources necessary for the implementation and administration of the National Preparedness System. The Fiscal Year 2026 HSGP Notice of Funding Opportunity (NOFO) was released on July 28, 2025. The Department of Emergency Management (DEM) administers the program and receives an annual award on behalf of the Monterey County Operational Area. HSGP funds are received annually and used to purchase specialized equipment for fire, law enforcement, public safety, and other local jurisdictional emergency management preparedness needs. Equipment purchased with HSGP funding strengthens the capabilities of local governments and partner agencies to plan for and respond to large-scale emergencies, disasters, and other hazardous events.
