RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Amend FY 2012-2013 Health Department Budget 4000, HEA012-8410 to reallocate 1.0 FTE Behavioral Health Aide to 1.0 FTE Psychiatric Social Worker II; and
b. Direct the County Administrative Office to incorporate the approved change in the FY 2012-13 Adopted Budget.

SUMMARY/DISCUSSION:
This request to reallocate 1.0 FTE Behavioral Health Aide to 1.0 FTE Psychiatric Social Worker II is necessary to meet the needs of an acute population of young adults with psychiatric disorders. This would allow the program to recruit and hire a staff with appropriate education and experience. This position is necessary to provide mental health treatment, rehabilitation and related services to youth age 16-25, many of whom are Medi-Cal beneficiaries.

The Monterey County Health Department, Behavioral Health Bureau provides safety net services for individuals with mental health disorders who have substantial functional impairments. Many clients have a psychiatric history demonstrating that without treatment there is an imminent risk of decompensation in life functioning domains including: self care, community and family functioning, and vocational/educational success.

OTHER AGENCY INVOLVEMENT:
The County Administrative Office and Human Resources concur with the recommendation of the classification. Attachment A is on file with the Clerk of the Board.

FINANCING:
