RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Finance & Administration Committee:
Consider recommending that the Board of Directors approve an Agreement for Services with Worthington Products Inc., in the amount not-to-exceed $640,000 to provide materials for a TUFFBoom boat safety barrier system for San Antonio Dam; and authorize the General Manager to execute the Agreement.
SUMMARY/DISCUSSION:
On September 21, 2026, the Monterey County Water Resources Agency Board of Directors approved a Professional Services Agreement with Worthington for engineering services to design a TUFFBoom boat safety barrier system (buoy line) at San Antonio Dam. To ensure that the buoy line is installed by the project completion deadline, staff recommends procuring the necessary materials and components while the engineering design is in progress. This proactive approach will help mitigate potential financial impacts from escalating material and shipping costs and will help ensure that all the buoy line components are received in time to meet the installation schedule, given the long manufacturing lead times. The estimated cost for the buoy line materials is $640,000, including a 30 percent contingency. Installation of a buoy line is consistent with the planned safety improvements for San Antonio Dam.
OTHER AGENCY INVOLVEMENT:
California Department of Water Resources Division of Safety of Dams will need to approve the TUFFBoom boat safety barrier system anchor design prior to design finalization and installation.
