a. Approve and authorize the Director of Emergency Communications to sign a Letter Agreement with the City of Salinas for County contribution to the cost of a study on the feasibility of forming a Joint Powers Authority (JPA) to provide 911 services in Monterey County, in the maximum amount of $32,984.00.
b. Authorize the Auditor Controller to pay the invoice provided by the City of Salinas to Monterey County for the County contribution to the cost of the JPA study, dated July 18, 2017, for $32,984.00, such payment to issue within 45 days of the Board's approval, as provided in the Letter Agreement. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Emergency Communications to sign a Letter Agreement with the City of Salinas for County contribution to the cost of a study on the feasibility of forming a Joint Powers Authority (JPA) to provide 911 services in Monterey County, in the maximum amount of $32,984.00.

SUMMARY/DISCUSSION:
The Monterey County City Managers and Chief Executives of the agencies participating in the 911 Service Agreement (Participating Agencies), authorized a study to analyze the feasibility of forming a Joint Powers Authority to provide 911 services in Monterey County. With the concurrence of the participating City Managers and the Monterey County CAO, the City of Salinas commissioned CityGate Associates LLC to conduct the study.
