RECOMMENDATION:
It is recommended that the Board of Supervisors ratify the Proclamation of Local Emergency signed by the County Administrative Officer on March 7, 2019 for multiple atmospheric rivers and cumulative winter storms. (4/5ths vote required).
SUMMARY:
Pursuant to County Code 2.68.060, Section 8630 of the California Government Code, and the Monterey County Emergency Operations Plan, the County Administrative Officer declared a local emergency on March 7, 2019 for the area known as Monterey County. This declaration was necessary to facilitate actions taken in response to heavy rains and potential flooding and assist in the facilitation of Public Assistance.
DISCUSSION:
The ratification of the emergency proclamation will allow for continual vital repairs to damaged infrastructure which has occurred from localized flooding, roadway slope erosion and embankment slip-outs, debris flows, landslides, and culvert failure affecting the safety of said roadways; obstruction of public roadways from storm water, storm debris and roadway failure; damage to storm drain infrastructure; and damage to public and private utilities and damage to public facilities and parks. Safety concerns have resulted from road closures, areas of isolation, widespread loss of power and other critical infrastructure that will continue to impact public safety and repose.
The County Administrative Officer's Proclamation of Local Emergency allows actions by the Water Resources Agency and County Public Works to manage portions of the County's infrastructure, thus preventing further damage.
