a. Authorize the Chief Probation Officer to sign the Memorandum of Understanding with the Monterey County Office of Education for the High Risk Youth Education and Public Safety Program - Through and Beyond Program to receive funds in the amount of $185,909 from July 1, 2014 through June 30, 2015; and
b. Authorize the Chief Probation Officer to sign up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Chief Probation Officer to sign the Memorandum of Understanding with the Monterey County Office of Education for the High Risk Youth Education and Public Safety Program - Through and Beyond Program to receive funds in the amount of $185,909 from July 1, 2014 through June 30, 2015; and

SUMMARY:
Through and Beyond is a collaborative grant program funded by the High Risk Youth Education and Public Safety Program (SB 1095). This program is a yearly award by the State of California Department of Education providing academic, vocational and behavioral support, facilitation and supplemental services to high-risk youth and their families. Monterey County Office of Education (MCOE) Board approved the MOU on November 20, 2014.
DISCUSSION:
Monterey County Office of Education (MCOE) is the fiscal agent and lead agency for administration of this grant. The Through and Beyond collaborative is comprised of the Monterey County Superintendent of Schools, Monterey County Behavioral Health Division, Probation, Monterey County school districts, and community groups.
