RECOMMENDATION:
It is recommended that the Board of Supervisors, as the code reviewing body, adopt a Resolution approving the amended Conflict of Interest Code of the Human Resources Department.
SUMMARY:
The Human Resources Department has amended its Conflict of Interest Code (COI), as required by Government Code 87306.5, to reflect the following changes in designated positions: retitling the Human Resources Program Manager to Human Resources Program Manager II and adding the classification of Human Resources Program Manager I.
DISCUSSION:
Amendments to local agency Conflict of Interest Codes are authorized by section 87306 of the Government Code whenever changes are required by changed circumstances, by creation or deletion of designated positions, or by changes in the duty of such positions. The proposed Code as amended is lawful under the Political Reform Act of 1974.
Pursuant to sections 82011 and 87303 of the Government Code, the Board of Supervisors is the code reviewing body and may approve the Code as submitted, revise the proposed Code and approve it as revised, or return the proposed Code to the agency for revision and resubmission.
For the Board’s reference, the draft resolution is attached to this report, a clean version of the proposed amended code is attached as Attachment A, and a redline copy of the proposed amended code is attached as Attachment B.
Staff recommends that the Board adopt and approve the Human Resources Department of the County of Monterey’s amended Conflict of Interest Code.
OTHER AGENCY INVOLVEMENT:
The County Counsel’s office has reviewed the proposed Code, as submitted and concluded that it is lawful under the Political Reform Act of 1974.
FINANCING:
There will be no additional cost to the County General Fund resulting from the Board’s approval of the proposed amendment to the Human Resources Department ...
