RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign Amendment No. 2 to the Mental Health Services Agreement A-11713 with ODD-Fellow Rebekah Children's Home of California to increase funding to add Program II: Residential Treatment Services for January 1, 2013 to June 30, 2013 in the amount of $236,386, for a revised total Agreement amount not to exceed $1,448,342 in the aggregate.

SUMMARY/DISCUSSION:
ODD-Fellow Rebekah Children's Home of California will provide Residential Treatment Services to Monterey County youth in need. This Residential Treatment Program serves youth and families who may be experiencing acute stress, psychiatric, behavioral health and/or family problems. The program's goal is to assess and stabilize youth. Parents and caregivers are provided intensive support to bring youth home as soon as possible.

This Amendment No. 2 to Agreement A-11713 is retroactive to January 1, 2013, the date when a young adult was placed in the Residential Treatment Services Program at ODD-Fellow Rebekah Children's Home of California on an emergency basis. Emergency placements are conducted when current contracted providers are not able to provide the specialized mental health needs of the young adult.

OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and County Counsel have reviewed and approved Amendment No. 2 to Agreement A-11713 as to fiscal provisions and legal form, respectively. This Amendment No. 2 to Agreement A-11713 is on file with the Clerk of the Board.
