RECOMMENDATION:
It is recommended that the Board of Supervisors:

a. Adopt Plans and Special Provisions for the Castroville Boulevard Pavement Delineation, Project No. 14-142765, State Project No. 0513000081L-N, Federal Aid Project No. HRRRL-5944(114); and

b. Authorize the Director of Public Works to advertise the "Notice to Bidders" in the Monterey County Weekly.

SUMMARY/DISCUSSION:
Adoption of the Plans and Special Provisions will authorize the Resource Management Agency-Public Works (RMA-Public Works) to proceed with advertising of the Castroville Boulevard Pavement Delineation, Project No. 14-142765 (Project). The bid opening is set for March 28, 2014, at 3:00 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901. The "Notice to Bidders" will be duly advertised in the Monterey County Weekly. This project is to be constructed in conjunction with the Castroville Boulevard Overlay project. Project construction is scheduled to begin in June 2014 after the overlay project.

The work to be done consists, in general of pavement delineation, including but not limited to clearing and grubbing, fog seal and traffic control. The limit of the project is from State Route 156 to San Miguel Canyon Road. The proposed project will improve safety for the public.

The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use. (See CCR ? 15301. Existing Fac...
