RECOMMENDATION:
It is recommended that the Board of Supervisors:
Receive an update on workforce reductions in the Office for Employment Training.
 
SUMMARY/DISCUSSION:
Pursuant to your Board's direction from July 24, 2012, the County Human Resources Department, the Department of Social and Employment Services, and the Economic Development Department met with SEIU and employee representatives to discuss outstanding issues related to the reduction in force in the Office for Employment Training.  Two meetings to discuss impacts were held on August 3, 2012 and August 13, 2012.  Over the course of the two meetings the County and SEIU were able to address and reach consensus on all issues that arose.  
 
Of the twelve (12) positions being eliminated, six (6) are currently filled.  This number of filled positions has been decreased from the previously anticipated figure of nine (9) as a result of three (3) WIB Employment Representatives accepting promotional opportunities with CalWORKs Employment Services.  Of the remaining six filled positions: three (3) are accepting lateral positions in Department of Social and Employment Services or in the Economic Development Department; and, in-placement opportunities at lower level positions are available for the remaining three (3).
 
OTHER AGENCY INVOLVEMENT:
SEIU, the Department of Social and Employment Services, the County Human Resources Department, and the Economic Development Department participated in these meetings.  Consensus was reached on the issues that were raised.
 
FINANCING:
This report provides follow-up on direction provided at the July 24, 2012 Board of Supervisors meeting, there are no fiscal implications connected with receiving this update.
