RECOMMENDATION:
It is recommended that the Board of Supervisors:

a. Adopt Plans and Special Provisions for the River Road Overlay, Project No. 1724; and

b. Authorize the Director of Public Works to advertise the "Notice to Bidders" in the Monterey County Weekly.

SUMMARY/DISCUSSION:
Adoption of the Plans and Special Provisions will authorize the Resource Management Agency - Public Works (RMA-Public Works) to proceed with advertising of River Road Overlay (Project), Project No. 1724. The bid opening is set for March 6, 2015 at 2:00 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901. The "Notice to Bidders" will be duly advertised in the Monterey County Weekly. Project construction is estimated to begin in June, 2015.

The Project consists of rehabilitating existing asphalt concrete by machine grinding and resurfaces three inches (3") of existing paving with "cold in-place recycling expanded asphalt mix" and overlay with two inches (2") of hot mix asphalt concrete (HMA) including but not limited to clearing, removal of vegetation and debris obstructing the roadway; placing new survey monuments; and traffic control. Project limits are from Parker Road to Chualar River Road, approximately 3.91 miles.

The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use (See CCR ? 15301(c). Existing Facilities). This project is to be constructed in conjunction with the River Road Pavement Delineation, Project No. 1428, which is a separate contract.
