RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and Authorize the Contracts and Purchasing Officer or their designee to execute a non-standard Government Price Quotation with Carahsoft Technology Corporation, for software subscription, incorporating the terms of the NASPO Master Contract Number AR2472, Contract Number 7-17-70-40-05, to purchase software subscriptions, such as Guardian and Pathfinder, from July 1, 2024, through June 30, 2027, in the amount of $664,441.

SUMMARY:
Monterey County is using a Cooperative Agreement, which is a trusted third-party entity who performed the RFP bidding process, while adhering to similar or more stringent bidding process that the County would have performed from usually a metropolitan location to obtain better pricing than the County may have obtained if we had gone out to bid ourselves. Cooperatives allow for the County to piggy-back off their subsequent agreement.

The Monterey County Sheriff's Office (MCSO) is requesting approval of this non-standard agreement.

More and more law enforcement agencies are seizing cellular phones to help with investigations. Carahsoft is giving the MCSO the ability to utilize subscription software to house and sort through information taken off the cellular phone and housed in the Cloud. Information from cellular phones used to be housed on "thumb' drives, however, due to the amount of space that is being required, it is easier to store the information in the Cloud.
