It is recommended that the Board of Supervisors receive a presentation from the Office of Emergency Services detailing the 2022-25 Strategic Plan:

SUMMARY/DISCUSSION:
The Office of Emergency Services (OES) acts as the County's Emergency Management organization and manages the Office of Emergency Services and the Operational Area Emergency Operations Center. The field of Emergency Management has changed and evolved significantly since the creation of OES requiring the staff at OES to reevaluate their operations and methods of delivering Emergency Management to the Operational Area. The Strategic Plan details OES vision for the future and the requirements necessary to provide the most efficient and robust Emergency Management for the County and Operational Area.

The Monterey County Office of Emergency Services (OES) Strategic Plan describes who we are, what we do, and what we aspire to achieve as an organization. The Plan describes the strategic priorities, goals, and objectives associated with each programmatic section's activities. The Plan guides short and long-term growth, and ensures effective preparedness for response, recovery, and mitigation. The Plan also provides a deeper understanding of the role and function of OES during all phases of emergency management, from day-to-day operations to acute disaster response operations.

The Strategic Plan is one of four foundational OES plans. The other three foundational plans are the Multi-Jurisdictional Hazard Mitigation Plan, the Emergency Operations Plan, and the Recovery Plan. This document is the result of over five years of strategic planning and visioning.
