RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt the Monterey County FY 2012-13 Mental Health Services Act Annual Update.

SUMMARY:
Each fiscal year, the Health Department’s Behavioral Health Bureau prepares a Mental Health Services Act (MHSA) Annual Update, which consists of implementation progress reports on the previous year’s activities, as well as an expenditure plan and descriptions of the services to be funded by the MHSA in the upcoming fiscal year.

DISCUSSION:
The passage of Assembly Bill (AB) 100 in March 2011 amended the MHSA, eliminating the requirement that county plans and expenditures be reviewed and approved by the State Department of Mental Health and the Mental Health Services Oversight and Accountability Commission (MHSOAC). This revision reinforced the emphasis on a local community planning process for MHSA fund expenditures. The passage of AB 1467 on June 27, 2012 amended the MHSA further, requiring county plans and annual updates to be adopted by the County Board of Supervisors and submitted to the MHSOAC.

Monterey County’s MHSA expenditure plan for FY 2012-13 was included in the Health Department, Behavioral Health Bureau’s FY 2012-13 Budget, adopted by the Board of Supervisors on June 26, 2012. In accordance with the MHSA, the draft FY 2012-13 Annual Update document was posted and distributed for a 30-day public comment period, i.e. May 29 through June 27, 2012. Subsequent to the comment period, the Monterey County Mental Health Commission conducted a public hearing on the draft document on June 28, 2012, which included a presentation of all written comments received. At the close of the public hearing, the Mental Health Commission voted unanimously to approve and forward the FY 2012-13 MHSA Annual Update to the State MHSOAC and the Board of Supervisors.
