RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Project Specific Maintenance Agreement with the California Department of Transportation (Caltrans) for the State Highway Route 183/Castroville Complete Streets Project, 05-1H650, for a term effective the execution date of the Agreement until mutually terminated; and
b. Authorize the Director of Public Works, Facilities and Parks to execute the Project Specific Maintenance Agreement and submit the fully executed Agreement to the County Recorder for filing.
SUMMARY:
The California Department of Transportation (Caltrans) in cooperation with the Transportation Agency of Monterey County (TAMC) and the County of Monterey (County), will be constructing safety and operational improvements along State Highway Route (SR) 183/Castroville Complete Streets Project, 05-1H650 (Project) in the County.
The recommended actions will establish a Project Specific Maintenance Agreement (PSMA) with Caltrans to mutually set forth the maintenance and operational responsibilities for the improvements of the Project constructed within the State’s right of way.
DISCUSSION:
SR 183 (locally known as Merritt Street) is a conventional highway that serves as the “Main Street” through Castroville. The Project, from post mile (PM) R8.3 to PM 9.98, will rehabilitate the pavement, address essential bridge maintenance needs, and improve multimodal features, including transit stops, sidewalks, driveways, and curb ramps...
