a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Soledad Unified School District for $247,170 to provide High School Equivalency (HSE) Exam Preparation classes for the period July 1, 2014 - June 30, 2016; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Soledad Unified School District for $247,170 to provide High School Equivalency (HSE) Exam Preparation classes for the period July 1, 2014 - June 30, 2016; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This contract provides High School Equivalency (HSE) Exam Preparation, formerly known as GED, services and is funded by CalWORKs Single Allocation funds. Adult schools statewide had severe budget cuts in July 2011 which affected Adult Basic Education Services, including HSE. As a result, CalWORKs customers who need to obtain their High School Equivalency (HSE) certificate, or high school diploma, in order to work towards self-sufficiency and away from public assistance, encountered another barrier due to the lack of capacity and resources at their local adult school. This agreement makes HSE services available to CalWORKs customers at their local One-Stop Career Centers in Salinas and King City.
