RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a Resolution authorizing the Monterey County Health Department to submit applications to Department of Resources Recycling and Recovery ("CalRecycle") for any and all payment programs offered and designating the Monterey County Health Department Director, or his/her designee, as the Signature Authority to execute all documents necessary to secure funding through the payment programs offered by CalRecycle.

SUMMARY/DISCUSSION:
CalRecycle offers grant opportunities to cities and counties for its beverage container recycling program to promote beverage container recycling and beverage container litter reduction activities. The Environmental Health Bureau of the Monterey County Health Department (the "Bureau") coordinates participation for beverage container recycling within the County through the Bureau's Resource, Recycling and Recovery Services program. CalRecycle provides these funding opportunities to help cover program costs such as personnel, training, and equipment procurement. The Bureau has applied for and received beverage container recycling funding from CalRecycle annually since 1999. These grants are not competitive, but require qualifying jurisdictions to submit applications to receive funding. Beginning with the fiscal year 2015/16 funding cycle, CalRecycle requires that all jurisdictions adopt a Resolution authorizing submittal of applications.
