RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or designee to execute, on behalf of the County of Monterey, grant applications and agreements, and any amendments thereto, for continued Waste Discharge Permit Fund and Beaches Environmental Assessment and Coastal Health Act Grant Program funding administered by the California State Water Resources Control Board.

SUMMARY/DISCUSSION:
On June 26, 2012, the Board approved and authorized the Director of Health or designee to execute, on behalf of the County of Monterey, standard agreements for a number of listed grant programs in order to efficiently facilitate the continued funding of recurring grant programs integral to the mission of the Health Department (Attachment A). Subsequently, the administrative agency that oversees the Waste Discharge Permit Fund (formerly referred to as the Beach Sanitation Grant or AB411) and the Beaches Environmental Assessment and Coastal Health Act Grant Program (BEACH Grant Program) (formerly referred to as the Beach Act Grant or non-AB411) changed from California Department of Health and California Department of Health - EPA, respectively, to California State Water Resources Control Board (State Water Board). The Board approved and authorized, on November 6, 2012, the Director of Health or designee to submit a copy of the newly-approved Board Order as authority to sign and submit grant applications and agreements, and any amendments thereto, to the State Water Board to periodically renew funding for these programs (Attachment B).
