RECOMMENDATION/SUMMARY:
a. Approve and authorize the Library Director to execute a three-year Memorandum of Understanding (“MOU”) for the term of June 17, 2025, to June 16, 2028, with the Horror Writers Association (“HWA”) on behalf of the Horror Writers Association San Francisco Chapter to partner with Monterey County on Behalf of the Monterey County Free Libraries, and
b. Authorize the Library Director to execute up to three future annual amendments to the agreement that do not significantly alter the scope of work

DISCUSSION:

The Monterey County Free Libraries (MCFL) offer a wide variety of services and programs that enrich the lives of the communities we serve. This partnership will allow programs and presentations that interest readers and potential readers of the horror genre to be offered at County Library locations at no charge to the public. This supports the goals of encouraging diverse and free reading, and the public’s ability to use the library’s collections to discover new authors and reading interests.

This MOU is intended to create an ongoing partnership, detail obligations and responsibilities for both agencies, and ensure appropriate liability coverage for these offerings. The organization has no employees and will use no vehicles in performance of this MOU.

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved the MOU as to legal form.
