a. Approve and authorize the Director of Health or Assistant Director of Health to execute a one-year Mental Health Services Agreement with Telecare Corporation for the provision of skilled nursing services to Monterey County adults with primary diagnoses of organic brain syndrome, traumatic brain injury, medical debilitation, and severe mental illness, for a maximum County obligation of $971,909 for the term of FY 2019-20; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($97,190) of the original Agreement amount and do not significantly alter the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a one-year Mental Health Services Agreement with Telecare Corporation for the provision of skilled nursing services to Monterey County adults with primary diagnoses of organic brain syndrome, traumatic brain injury, medical debilitation, and severe mental illness, for a maximum County obligation of $971,909 for the term of FY 2019-20; and

SUMMARY/ DISCUSSION:
Telecare Corporation administers programs at three contracted facilities, Garfield Neurobehavioral Center, Morton-Bakar Center, and Villa Fairmont. Licensed as either Skilled Nursing Facilities (SNF), or Mental Health Rehabilitation Centers, these three facilities provide treatments covering conditions ranging from Traumatic Brain Injury and other medical debilitation (Garfield Neuro) to psychosocial rehabilitation and skills-building support for older adults ages 57+ with a primary diagnosis of severe ment...
