a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Alliance on Aging for $413,798 to provide Outreach, Long Term Care Ombudsman, HICAP and MIPPA services to Monterey County seniors for the period July 1, 2014 through June 30, 2015; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to the agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Alliance on Aging for $413,798 to provide Outreach, Long Term Care Ombudsman, HICAP and MIPPA services to Monterey County seniors for the period July 1, 2014 through June 30, 2015; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to the agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement provides Outreach, Long Term Care Ombudsman, Health Insurance Counseling and Advocacy (HICAP), and Medi-Care Improvements for Patients & Providers (MIPPA) services to seniors throughout Monterey County. This contract was originally awarded through an RFP process in May 2010, and recommended by the Area Agency on Aging Advisory Council. The program is funded by the Older Americans Act and the California Department of Aging.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
