a. Approve submittal of a grant funding application for the roundabout portion of the Davis Road Bridge Replacement and Road Widening Project (Project) seeking a $400,000 grant from the Monterey Bay Air Resources District (MBARD) AB 2766 grant program.
b. Authorize the Director of Public Works, Facilities and Parks (PWFP), or designee, to act as the agent for the County in processing all documentation to secure these funds; and
c. Direct the County of Monterey PWFP to return to the Board for approval prior to acceptance of any grant award(s).

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve submittal of a grant funding application for the roundabout portion of the Davis Road Bridge Replacement and Road Widening Project (Project) seeking a $400,000 grant from the Monterey Bay Air Resources District (MBARD) AB 2766 grant program.

SUMMARY/DISCUSSION:
Grant Program Background
California Assembly Bill 2766 (AB 2766) signed into law in 1990 permits the Monterey Bay Air Resources District (MBARD) to allocate a $4.00 per vehicle registration surcharge fee towards grant projects that reduce motor vehicle emissions, such as roundabouts. The MBARD administers the grant funds through its AB2766 Clean Air Management Grant Program. These grant funds are available to public and private agencies as well as residents in Monterey, San Benito and Santa Cruz Counties. Grant funds are awarded based on the cost effectives ratio of the emission reduction by the project and the maximum grant award is $400,000 per project.
