RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize the Registrar of Voters to consolidate and provide specified election services to certain districts relating to the June 2, 2026, Statewide Direct Primary Election.

SUMMARY:

California Elections Code Sections 10002 and 10400 et seq. provide that a city or district may by resolution request the Board of Supervisors to authorize the Registrar of Voters to consolidate and provide election services relating to the conduct of an election. 

DISCUSSION:

Resolutions were filed by the following cities and district(s) requesting that the Registrar of Voters perform consolidated services for the June 2, 2026, Statewide Direct Primary Election:

•                     City of Soledad

•                     City of Gonzales

•                     City of Pacific Grove

•                     City of Monterey

The services requested consist generally of establishing voting precincts and polling places, preparing and distributing ballots, voter guides, and voting materials, canvassing the voted returns, certifying election results, issuing certificates of election, and all other proceedings incidental to and connected with the election.

Resolutions are attached as Exhibit A, Exhibit B, Exhibit C, and Exhibit D respectively. All resolutions are also on file with the Clerk of the Board. The Santa Cruz County Office of Education also requests consolidation with the Primary Election, consistent with its regular election cycle.

Further, the California Secretary of State provided notice to all counties for state, congressional, legislative and nonpartisan offices to be nominated at the June 2, 2026, Statewide Direct Primary Election. The notice is attached as Exhibit E.
