RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a Resolution to authorize the Auditor-Controller to amend the FY 2022-23 County Administrative Office 001-1050-CAO038-8514 to increase appropriations by $50,000 for ARPA Wine Signage Program, financed by an increase in non-program revenue 001-1050-CAO019-8041 funded by American Rescue Plan Act ("ARPA") revenue (4/5th vote required).
SUMMARY/DISCUSSION:
ARPA provides funding for programmatic efforts which complement existing economic priorities of the Board of Supervisors strategic initiatives.
On June 2, 2021, the Board approved ARPA funding allocations for Economic Recovery support. The remaining allocated amounts subject to these agreements is estimated at $4.8 million, of which $100,000 is allocated for Monterey County Wine Signage. In total the County has allocated $9.6 million in ARPA funds towards economic endeavors. These funds must be utilized within the next three years or be subject to return.
On March 1, 2022, the Board of Supervisors approved an agreement with Monterey Wine Growers Council (consisting of the Monterey County Vintners and Growers Association) to provide services for Monterey County Wine Signage (the "Agreement").
The Board's allocations of ARPA funds are designed to assist with the economic recovery of Small Businesses and businesses operating within the Tourism/Hospitality Industry, with a focus on the wine industry in the County of Monterey.
