Title: a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with the Alliance on Aging to provide Outreach, Ombudsman and Health Insurance Counseling and Advocacy (HICAP) and Medicare Improvements for Patients and Providers (MIPPA) services for seniors, for the period of July 1, 2024 through June 30, 2025, in the amount of $508,904; and b. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with the Alliance on Aging to provide Outreach, Ombudsman and Health Insurance Counseling and Advocacy (HICAP) and Medicare Improvements for Patients and Providers (MIPPA) services for seniors, for the period of July 1, 2024 through June 30, 2025, in the amount of $508,904; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three future amendments to this Agreement where the total amendments do not exceed 10% ($50,890) of the original contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $559,794.

SUMMARY/DISCUSSION:
This Agreement will provide the following services:
- Bilingual-bicultural outreach to inform and enroll seniors into available services.
- Ombudsman services designed to protect the elderly in Skilled Nursing Facilities and licensed residential care facilities, by investigating complaints, facilitating resolutions, monitoring facilities, and providing training to program volunteers.
