Adopt a Resolution to:
a. Amend the Health Department Fiscal Year 2021-22 Adopted Budget to increase appropriations and estimated revenue by $1,794,902 in the Health Administration Bureau 001-4000-8438-HEA014, funded by the augmentation of grant revenues from the VIDA: A Community Health Worker COVID-19 Outreach and Education Project to Improve Health Literacy in Monterey County, California grant (4/5ths vote required); and
b. Direct the Auditor-Controller and County Administrative Office to incorporate the changes in the Fiscal Year 2021-22 Health Department Adopted Budget 001-4000-8438-HEA014.

RECOMMENDATION:
It is recommended that the Board of Supervisors Adopt a Resolution to:
a. Amend the Health Department Fiscal Year 2021-22 Adopted Budget to increase appropriations and estimated revenue by $1,794,902 in the Health Administration Bureau 001-4000-8438-HEA014, funded by the augmentation of grant revenues from the VIDA: A Community Health Worker COVID-19 Outreach and Education Project to Improve Health Literacy in Monterey County, California grant (4/5ths vote required); and

SUMMARY/DISCUSSION:
On October 19, 2021, the Board of Supervisors (Board) accepted Notice of Award (NOA) No. 1-CPIMP211281-01-00 in the amount of $3,952,437 from the Department of Health and Human Services, Office of the Secretary for the Monterey County Health Department (Health) to provide COVID-19 health literacy services through the Health Literacy grant from July 1, 2021, through June 30, 2023. As the Notice of Award NOA was received after the beginning of Fiscal Year (FY) 2021-22, Health Administration's Adopted Budget did not include appropriations for the associated grant expenditures in the current FY.
