Nominate one (1) member of the Board of Supervisors to serve on the Hitchcock Road Animal Services Agency Board Directors, and one member of the Board of Supervisors to serve as alternate, for a four-year term commencing in March 2023.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Appoint one (1) member of the Board of Supervisors to serve on the Hitchcock Road Animal Services Agency Board of Directors, and one (1) member of the Board of Supervisors to serve as an alternate, for a four-year term commencing in March 2023.
b. Direct staff to update the Board, Committees, and Commissions appointments list accordingly.

SUMMARY:
The Board of Supervisors must appoint a supervisor to serve as to the Hitchcock Road Animal Services Agency. The Board of Directors will administer Animal Services and the mutual advantages to be gained has a direct and primary purpose, benefitting the County of Monterey, in general, and Health and Animal Services, in particular.

DISCUSSION:
The Hitchcock Road Animal Services Agency (Agency) was established by the County of Monterey and City of Salinas through a Joint Powers Agreement (JPA) on January 1, 2023, for the purpose of providing, care, shelter, and services to animals.
As outlined in Section 2.6. of the JPA, the Agency will be governed by a Board of Directors ("Hitchcock Road Animal Services Agency Board") who will serve as the administrator of the Agency's affairs. The Agency Board shall have the representation of four (4) voting members made up of two (2) members representing the County Board of Supervisors and the County Administrative Officer, or their designates; and, two (2) members representing the City of Salinas to include a member of the Salinas City Council and the City Manager, or their designates.
