RECOMMENDATION:
It is recommended that the Board of Supervisors:
a) Approve request to change the use of the Cannabis Program allocation for unlicensed enforcement overtime and fixed wing and helicopter surveillance to allow the Cannabis Program Manager to use discretion for these funds for general unlicensed enforcement needs, and to expedite the processing of cannabis land use permits and construction permits by an outside consultant; and
b) Provide direction to staff as appropriate.

SUMMARY:
On October 22, 2019, the Board of Supervisors adopted a resolution authorizing the Auditor Controller to amend the FY 2019-20 adopted budget by increasing appropriations in the amount of $236,400 for CAO Budget Unit 001-1050-8054-CAO004 for use as enforcement overtime and fixed wing and helicopter surveillance. This allocation was included in the FY 2020-21 adopted budget. As needs of the Cannabis Program (Program) change, staff is requesting the use of the funds to be for general use for unlicensed enforcement and to expedite the processing of cannabis land use permits and construction permits by an outside consultant. Staff requests the Cannabis Program Manager be provided discretion on the use of this allocation and report its use through the Cannabis Program Memorandum presented to the Board of Supervisors Cannabis Committee meeting each month. On August 5, 2020 the Board of Supervisors Cannabis Committee approved the recommendation.
