RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Contracts & Purchasing Officer or their designee to execute an Agreement with Tek84 Inc., for two (2) body scanners, in an amount not to exceed $387,455 for the period of September 15, 2023, through November 1, 2030.

SUMMARY:
The Monterey County Sheriff's Office (MCSO) was authorized by the Board on April 3, 2018 (A-13853) to purchase two (2) Soter RS contraband scanners for the purpose of scanning incarcerated people for contraband.

The current agreement has expired and the contraband scanners are overly large requiring placement within the secure portion of the County Jail. In addition, the existing scanners are obsolete and without a current warranty. MCSO intends to purchase two (2) new body scanners similar to those purchased by the Probation Department. The scanners have a much smaller footprint and one will be placed in a location so as to ensure that arrestees being checked into the jail are properly scanned prior to entering the secure portion of the facility for processing. If the arrestee is identified to have a foreign object/contraband within their person during the scanning process that person will be taken to a local hospital for medical clearance by the law enforcement agency that is trying to get the arrestee processed into the Jail to ensure the arrestee is clear for incarceration. This will save the MCSO resources and funding since the law enforcement agency will be responsible for the arrestee until that arrestee is checked in/processed. In addition, it will also reduce the opportunity for illicit and/or hazardous substances to enter the secure portion of the Jail.
