RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve appointment of Edward L. Moreno, M.D., M.P.H., to the position of Health Officer at an annual salary of $219,648, effective July 1, 2013.
SUMMARY/DISCUSSION:
Monterey County has been without a permanent Health Officer since Dr. Lisa Hernandez left the County in February of 2013. During the intervening period, Dr. Caroline Kennedy has served in the capacity of Interim Health Officer while the County recruited for the position. After a nationwide recruitment, the County Director of Health is recommending Dr. Edward Moreno for the Health Officer position.
Dr. Moreno earned his medical degree from the University of California, San Francisco, School of Medicine, and his Masters Degree in Public Health from California State University, Fresno. In addition to his training in public health, Dr. Moreno received his BS in Microbiology from the University of Notre Dame. Dr. Moreno is board certified in Pediatrics and Public Health, and was the Health Officer for Fresno County for 10 years.

FINANCING:
This action will not result in an increase in the Health Department's General Fund Contribution since the cost of the position was included in the Health Department's (4000-HEA003)
FY 2013-14 Recommended Budget which the Department anticipates will be adopted on June 25, 2013.
