a. Approve and authorize the Director of the Department of Social Services to sign a no-cost Memorandum of Understanding with Seneca Family of Agencies, which shall be effective upon execution and remain in effect until terminated, for the purpose of sharing confidential child welfare information for the purpose of providing mandated family-centered services to foster children; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the amendments do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign a no-cost Memorandum of Understanding with Seneca Family of Agencies, which shall be effective upon execution and remain in effect until terminated, for the purpose of sharing confidential child welfare information for the purpose of providing mandated family-centered services to foster children; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the amendments do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This no-cost Memorandum of Understanding (MOU) allows the Monterey County Department of Social Services to provide Seneca Family of Agencies limited access to child welfare case files and the Child Welfare Services/Case Management System in order to provide contracted services to youth and families. These services include Family Finding, family connection/engagement, Child and Family Team (CFT) participation, planning for lifelong connections, emotional/mental health supports, and life skills coaching. This MOU aligns with the Core Practice Model (CPM) by encouraging family engagement, teaming with partner agencies, advocating for youth, and exploring family connections.
