a. Approve and authorize the Director of the Department of Social Services to sign an agreement with the National Council on Crime & Delinquency for $81,000 to access the SafeMeasures reporting service for the Child Welfare Case Management System (CMS) retroactive for the period May 1, 2016 to April 30, 2018, including Mutual Indemnification (Exhibit A, Section 9.11), and non-standard warranty provision (Exhibit A, Section 6.1 (d); and
b. Approve and authorize the Director of the Department of Social Services to sign up to three amendments to this agreement where the total amendments do not exceed 10% ($8,100) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a) Approve and authorize the Director of the Department of Social Services to sign an agreement with the National Council on Crime & Delinquency for $81,000 to access the SafeMeasures reporting service for the Child Welfare Case Management System (CMS) retroactive for the period May 1, 2016 to April 30, 2018, including Mutual Indemnification (Exhibit A, Section 9.11), and non-standard warranty provision (Exhibit A, Section 6.1 (d); and

SUMMARY/DISCUSSION:
SafeMeasures is a unique and innovative Internet-based subscription reporting service from the National Council on Crime and Delinquency (NCCD), a global nonprofit research organization. SafeMeasures uses analytics to help social service agencies achieve better outcomes, improve service, and operate more effectively. Child welfare and juvenile justice agencies use SafeMeasures to obtain detailed reports and other metrics created from nightly analyses of case management data.
