RECOMMENDATION:
It is recommended that the Board of Supervisors receive a report on the success and outcomes of the ViaCare Program, transition of ViaCare enrollees into Medi-Cal, and current status of the Medically Indigent Adult (MIA) Program.
SUMMARY:
The County of Monterey is part of a five year statewide effort to sustain and strengthen the Medi-Cal (California's Medicaid) program as part of California's Section 1115 Medicaid Waiver. ViaCare, Monterey County's Low Income Health Plan, a program of the Waiver serving as a bridge to health care reform, has been a partnership between Natividad Medical Center, the Monterey County Health Department, the Monterey County Department of Social Services, and Central California Alliance for Health (CCAH) since March 2013. Most of the ViaCare and MIA enrollees transitioned to CCAH coverage effective January 1, 2014 as part of Medicaid expansion of the Affordable Care Act. The County continues to operate the MIA program for those not eligible for other coverage. Today's report summarizes the success and outcomes of the ViaCare Program, transition of ViaCare enrollees into Medi-Cal, and the current status of the MIA Program.
