RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt the Monterey County Mental Health Services Act Fiscal Year 2015-16 Annual Update.

SUMMARY:
The Mental Health Services Act ("MHSA"), also known as Proposition 63, requires each California County to develop a Three-Year Program and Expenditure Plan ("MHSA Plan"). The MHSA Plan for Monterey County was adopted by the Board of Supervisors on September 15, 2015. In the second and third year of the MHSA Plan period, counties are required to prepare Annual Updates to their adopted MHSA Plan.

DISCUSSION:
The MHSA FY 2015-16 Annual Update ("Annual Update") reflects priority needs and system improvements, and reflects minor budget adjustments to more closely align MHSA-funded services with Behavioral Health's Adopted Budget FY 2015-16.

The draft Annual Update was initially presented to the Monterey County Mental Health Commission for their review and comment at their November 18, 2015 meeting. The draft document was translated into Spanish; both documents were posted and distributed for the required 30-day (December 23, 2015 through January 21, 2016) Public Comment Period. On January 28, 2015 the Mental Health Commission conducted a Public Hearing to receive all recommendations submitted during the Public Comment Period, and to hear public comments from those in attendance. The Commission voted to recommend adoption by the Board of Supervisors of the final version of the Monterey County MHSA FY 2015-16 Annual Update.
