RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
Approve and authorize the Director of Health Services or designee to sign Amendment No. 2 to non-standard Agreement A-16733 with Gender Health Training Institute, LLC to extend the term for one additional Fiscal Year and modify the scope of work to include converting available training materials into a structured digital framework with no change to the not to exceed amount of $845,000 for a revised new term of March 4, 2024 through June 30, 2027.
SUMMARY:
This Amendment No. 2 provides for a final year of support for the further development, promotion and delivery and maintenance of gender affirming education, resources, and training to support LGBTQ+ youth and their families.
DISCUSSION:
On May 24, 2023, the County of Monterey Behavioral Health Bureau received approval from the Mental Health Services Oversight and Accountability Commission for the “Rainbow Connections” Innovation Plan. This Plan aims to improve the mental health outcomes and functioning of LGBTQ+ youth and families by promoting interagency communication and collaboration across youth-serving systems, and through building capacity among youth-serving adults to identify and respond affirmatively to the needs of LGBTQ+ youth up to age 24. This is the final year of the Initiative, and Amendment No. 2 adds development of a digital framework to compile and host the training and resources developed throughout the Initiative so they are available and accessible...
