RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and Authorize the Director of Health or Assistant Director of Health to execute an Agreement with Common Cents Systems, Inc. in the amount of $145,274 for the retroactive period from July 1, 2020 to June 30, 2023 to continue software maintenance/technical support based upon eleven user licenses for the Apollo LIMS Laboratory Information Management Software, lab interfaces, cache, database, and professional services.

SUMMARY/DISCUSSION:
Monterey County Health Department (MCHD) operates a Public Health Laboratory (PHL) that performs environmental and microbiology tests. The PHL provides testing to support the prevention and control of infectious, communicable, and environmental exposure. This may include testing for emerging microbial agents, environmental contaminants and toxins, outbreaks such as the coronavirus, population-based surveillance and to diagnosis not performed by the private sector labs such as rabies. To comply with current and future industry requirements, MCHD continues to invest in software that offers important and necessary features including data entry validation; quality assurance and control; accounts receivable automation; and reporting accuracy.

The PHL has utilized the Apollo LIMS Laboratory Information Management System since 2012 for testing, reporting, and billing purposes. The approval of this agreement will allow Common Cents Systems, Inc. to continue to support Apollo LIMS Laboratory Information Management System. The start...
