RECOMMENDATION
It is recommended that the Board of Supervisors:
Authorize the Registrar of Voters to execute Agreement Number 13G30331 with the Secretary of State's office to receive Help America Vote Act (HAVA) Section 303 grant funds in the amount of $52,764.61.
SUMMARY/DISCUSSION
Agreement Number 13G30331 permits the County to be reimbursed in the amount of $52,764.61 for expenses incurred to attend and participate in activities for the new VoteCal system. Funds must be expended by June 30, 2016.
The California Secretary of State is developing a statewide voter registration system known as VoteCal. This is to fulfill the Help American Vote Act of 2002 section 303 (a) requirement which requires each state election official implement a single, uniform, official, centralized, interactive computerized statewide voter registration list, defined, maintained and administered at the state level that contains the name and registration information of every legally registered voter in the state.
The Monterey County Elections Department will use the funds to attend VoteCal Advisory Group Activities and Meetings, Design and Solution Walk-through Sessions, VoteCal Solution Training, VoteCal Solution Testing Support, and Data Conversion and Implementation.
OTHER AGENCY INVOLVEMENT:
The requested Agreement has been reviewed by County Counsel as to form.

FINANCING:
It is anticipated that reimbursements by the Secretary of State's Office will be available within approximately 45 days of receiving any Monterey County invoice and documentation. Due to the amount and timeframe for reimbursement, Elections is not requesting increased estimated revenue or appropriations.
